For a vinegar/water rinse after using a tallow shampoo bar, start with a ratio of 2-4 tablespoons of apple cider vinegar (ACV) to 16 ounces of water and adjust as needed. Pour the diluted mixture over your hair after shampooing, let it sit for a moment, then rinse thoroughly. 
This solution will help with the ph level of your hair leaving it soft/manageable.  Use 2-3x/week.
